SMALL FLEETS
The latest California Air Resources Board (CARB) rules for small fleets of heavy trucks and buses were approved in April of 2014. This rule does not apply to school busses—See our Truck and Bus Rule Page for school bus compliancy info. Additionally, this regulation does not apply to state and local government vehicles, drayage trucks that transport marine cargo, solid waste collection trucks and public transit buses, because they are subject to other regulations.
Who must follow the Small Fleets CARB compliance regulation? Small fleets are defined as 3 or fewer vehicles with a gross vehicle weight rating (GVWR) that exceeds 14,00 lbs. Even if you own your truck, you are considered a small fleet, regardless of whether you have a leasing agreement or contract for your loads. You will not need to report lighter trucks.
To comply, you must show that one truck in your fleet had a qualifying PM filter by January 1, 2014. By January 1, 2010, you must upgrade to 2010 model year (MY) engines. The compliance date for any vehicle in a small fleet to be retrofitted with a PM filter is extended until January 2013, as long as the vehicle remains in your fleet. Any other vehicles need to be replaced or retrofitted beginning January 2020.
